Gary MacMath, President, Chief Executive Officer, Boley Centers, Inc.Gary has worked in the behavioral health field for 30 years. Boley Centers -- a not for profit organization serving residents of Pinellas County with psychiatric, emotional and behavioral problems since 1970. Boley Centers offers a full array of services and programs designed to meet each consumers' individual needs. Gary began working at Boley Centers 30 years ago providing direct services to residential consumers. Gary has expertise in strategic planning, operations management, financing, and budgeting and program operations. His expertise in affordable housing development has made Boley Centers one of the largest residential programs in the S.E. United States and brought the agency national recognition. Gary has developed over 900 units of affordable housing with over $30,000,000 of financing. Over an additional 100 units of affordable housing are currently under development with financing of over $10,000,000.
Amy Scholz, Chief Financial Officer for Operation PAR, Inc. Amy has worked in the behavioral health field at Operation PAR, Inc. for over 19 years. Currently serving as Chief Financial Officer, Amy has responsibility for all accounting and financial operations of the non-profit and monitors a $26 million budget encompassing 50 programs. Amy also oversees the financial compliance of over 60 grants and contracts with federal, state & local governments including the Department of Health and Human Services, Department of Children and Families, Central Florida Behavioral Health Network, Inc., Department of Corrections, Department of Juvenile Justice, Juvenile Welfare Board, Pinellas County Health & Human Services Department and Pinellas County Sheriff’s Office. Other revenue sources include Medicaid, third-party insurance, client fees, donations and fundraising activities. Amy has also been involved with various State initiatives to improve financial standards in the field and is an active member of the CFBHN Finance Committee
Nancy J. Recvlohe, Director of Finance of Boley Centers, Inc. Nancy has been with Boley Centers for over 15 years and has held her current position since 2005. She earned a Bachelor of Science. Degree in Accounting at the University of South Florida with a Minor in Finance and is currently pursuing her CPA Licensure. She is responsible for the oversight of all fiscal operations of Boley Centers, Inc., two Foundations and fifteen Affiliates with a combined budget responsibility approaching $21 million annually. Nancy provides leadership, direction and oversight of general accounting, payroll, budgeting, audit, tax, reimbursement, purchasing, grants and contracts, insurance and external reporting activities for the organization and its wholly owned subsidiaries.
John Newkoop, VP Controller for Operation Par, Inc. His duties include but are not limited to the daily management and operations of the Accounting Department. His involvement is spread to cash management, investment tracking and forecasting. He is an active member of the Operation PAR 401K and Rick Management Committee’s.
SAS Human Resources
Richard W. Neubert, Executive Vice President of Human Resources Operation PAR, Inc.
Has more than 23 years experience in human services, specifically working with non-profit organizations and administering Human Resource services and programs.
Mr. Neubert has worked for Operation PAR, Inc. for 15 years. A 1976 Cum Laude graduate with a bachelor’s degree in Communications Management from Ithaca College, Mr. Neubert started his career as an advertising executive in the mid 1970s. He later co-founded the Tampa-based Bennett and Neubert, Inc. agency with billings in excess of $2 million. He was also an instrumental part of the 1995 merger between Operation PAR, Inc. and PCAS. Mr. Neubert oversees human resources functions and staff development, including recruitment and retention, employee benefits, development of legally sound policies and procedures, employee compensation programs and agency representation on EEOC/AA and labor law issues. He is a member of the Operation PAR Performance Improvement Council and its Risk Management Committee.
Nancy Rosevear, Director of Human Resources - Extensive experience in human resources management as well as management consulting for various organizations (as a Director level employee as well as a Consultant) in such key areas as recruitment and hiring, compensation/benefits, human resources policies, procedures and practices, employee relations, training, performance management, HR compliance/risk management, employee communications, affirmative action, employee awards/recognition, and workers compensation/safety. Consulting experience also includes strategic planning, outplacement, executive search, management development and related organizational development.
Marcy MacMath, Director of Training - Has over 25 years’ experience working in the community mental health field with adults with severe and persistent mental illness and co-occurring disorders. Over 20 years of experience working as a Director running various departments at Boley Centers, Inc. Work experience includes Director of Residential Services, Director of Case Management/Supported Living Services, and Director of Training and Staff Development.

Jim Miller, Chief Information Officer, Operation PAR, Inc. Mr. Miller has been dedicated to fostering technology solutions within professional environments for more than 15 years, and has lead Operation PAR in innovative uses of technology, resulting in cost reductions, which also lead to increased security, productivity, accountability and increased accuracy in data collection. Mr. Miller leads by example, remaining committed to professional growth and development, having received Security+ certification from CompTIA, is a Certified Microsoft Professional and is currently pursuing his Certified Information Systems Security Professional (CISSP). Mr. Miller leads a team of 12 technology professionals responsible for establishing, upgrading and maintaining technology systems utilized by nearly 750 users, while overseeing a multi-departmental budget exceeding $1M. In addition to overseeing Operation PAR's I.T. Department, he also supervises the agency's Health Information Management Department. Mr. Miller's greatest strengths are his forward-vision, knowledge and experience, team leadership and accountability, and keen understanding of possibilities working within the parameters of budget restrictions, timeliness, security and regulatory boundaries with measurable solutions.

Bruce Baynard, Vice President of Facilities Management and Procurement, Operation PAR, Inc. Mr. Baynard has been an employee of operation PAR for the past 15 years. Mr. Baynard attended St. Petersburg College (70-72) and the University of South Florida (72-72). He worked in the mental health field for three years before joining the Banking industry, where he was Vice President of Operations, at First Gulf beach Bank and Trust Co. In 1983, Mr. Baynard entered the world of real estate development, where he was past President of Park Avenue Communities and Holland Spring Management, Inc. where he was in charge of development and sale of over 400 single family lots. Mr. Baynard experience includes 27 years in land development, construction, marketing, leasing and sales.
